The Inbox Coordinator starts with draft-only behavior. Bank-detail changes, legal requests, security issues, unclear attachments, and other sensitive cases can bypass drafting and go directly to the action queue.

Every check, draft, escalation, and approval remains visible, so the team can see what happened and adjust the rules as the workflow matures.
